remove "extraDbs" feature from postgres_config #165
Description
The code has a shorthand for managing extra databases within the shared database instance. This is a pretty odd feature, and resources like this should be managed instead as custom-steps.
We need to migrate the existing uses of this, and once we've done so can remove this feature from the codebase.
