[Infra][Testing] Update infrastructure to support E2E Test

Objective

Enable E2E Consensus, Scaling & State Sync Tests.

Failure #1; Installing dependencies

Goals

• Enable scaling actors on DevNet
• Enable E2E tests in CI that involve scaling actors

Deliverable

• Search for all TODO(#964) in the codebase and tend to them
• Enabling scaling actors in DevNet
• Update the Makefile targets to have checks pass both on local and remote environments

Non-goals / Non-deliverables

• Add new tests
• Disable existing tests

Testing Methodology

• E2E Test Locally: make test_e2e
• E2E Test Remote: Add e2e-devnet-test to PR
