Add discharge product(s) to Hydrocron output

Documenting here that we are really interested in including output from the discharge product into Hydrocron, to enable adding these data to WISP: https://apps.usgs.gov/wisp/and WaterMAP: https://apps.usgs.gov/watermap/

We are interested in discharge output from both the consensus and integrator, as well as individual algorithms if possible.

This ticket refers to integrating data from SWOT Level 4 Sword of Science River Discharge Products, Version 3 into Hydrocron. This is data that is generated from Confluence.

This L4 is saved as netCDF, unlike the L2 RiverSP collections (shp). L4 Discharge contains river discharge parameter estimates as well as discharge time series for both river reaches and river nodes, following the SWOT River Database (SWORD) structure.
