Explore migrating XLR validator out into its own package #195

Is your feature request related to a problem? Please describe.
Currently there's a lot of logic within the XLR SDK validator that's becoming quite complex.
Describe the solution you'd like
Instead of including it as part of the xlr-sdk, consider moving it into its own package

This suggestion was brought up as part of the work in #189
