Governance on new CEP pattern deployment

After checking permissions ( #55 ) on streams the streams (and event clouds) should be created.

For undeploy patterns, the streams (and event clouds) should be deleted if no subscriptions are there.

ok I see. We should do it liker that. First step is #55 then we will add some async stuff to not block the API calls.
