Publish compiled data to GitHub as well as cloud

In https://www.nature.com/articles/s41597-024-03480-0 the authors failed to find our JSON blob of pi-Base data. One way we could make this more visible is by publishing these blobs to GitHub as "releases".

I'll also add a link to the README.md for the data repo.
