Problem

We need a generic adapter to perform test against.

Solution

We move sql92 into its own repo and it becomes a require --dev for php-db/phpdb. I will start work on this immediately after filling this RFC.

I will wire the required dependencies for testing.

It will also be possible to use the new package as require --dev for other adapters as well.

Background

The sql92 test adapter is built against a mocked driver and a Trusting platform. This will be much easier to understand once the test package is built.
