CI pipeline error: PHP 7.0 dependency icu4c@78 no longer available in Homebrew #98
Description
The CI workflow is failing when testing PHP 7.0 because the shivammathur/php tap's php@7.0 formula depends on icu4c@78, which is no longer available in Homebrew core (only 74-77 remain).
