Add support for Quansheng TK11

It might be a bit early but CEC firmware for the new Quansheng TK11 would be amazing. Hopefully there is enough free memory on the microcontroller so it does not require the external C-Board, and maybe there is a way to implement real SSB transmit. Stand alone FT8 & WSPR on 10m and 6m would be really cool.
