Add lifecycle indication to README #390

At this point, we're confident that val.meter will be the replacement for riskmetric and should indicate that on the README.
Just to make sure we're all on the same page, as discussed at today's team meeting, riskmetric should be considered in "development freeze" mode. Minor updates may get introduced if there is a good reason to be sticking with riskmetric and the new features require minimal changes to the architecture of riskmetric, but we do not plan to make novel or substantial changes to riskmetric from now on.
This has already been evident through recent feature requests, which we've resolved by suggesting workarounds rather than implementing fixes -- especially in cases where a fix would be a substantial development effort.
