Parse Transforms are not recognized

I believe this is broken again.

This is the transform: https://github.com/saleyn/etran

-compile({parse_transform, defarg}).

It doesn't seem to mater if the parse transform is defined in rebar.config as an option or as -compile(...).

Setting preprocess: true in settings doesn't fix this error.

I believe the issue is that either ERL_LIBS environment variable is not set prior to executing the rebar/rebar3 or there's no way to add configuration to specify additional library paths.
