some question about speed limit?

Hello! About the speed calculation, you propose a formula : Observed vehicle speed =
int (0.5 + ( (observed vehicle frame count) / (calibration vehicle frame
count)) * speed limit).

I want to ask about where do you get the speed limit, is it set in configuration file or some where else?
