feat(su): from-nonce, to-nonce, and latest nonce endpoint

## Background

The SU orders everything by timestamp and goes by timestamp on the from to parameters. 

## Solution

Modify it to take a from-nonce and to-nonce parameters and then return its lists based on these. Also add a latest nonce endpoint.
