Watcher seems to ignore access rules

If a folder has an access rule set and something like a property is changed or something is added or removed to or from the folder, the watcher removes the access rule from the recording. The next full recording using zodbsync record / will add the access rule again.

I consider this a mostly irrelevant bug since access rules are a very intransparent feature that should not be used.
