Cannot withdraw stride assets

Describe the bug
Trying to withdraw stride assets (stTIA/stOSMO) but getting an error after signing transaction

To Reproduce
Steps to reproduce the behavior:

1. Go to(https://app.penumbra.zone/#/withdraw
2. Pick Stride for Chain and stOSMO for asset
3. Set Amount
4. Add recipient address
5. Extension request signature
6. Signed
7. BUG!

Expected behavior
Transaction should get broadcasted

I see the same behaviour when withdrawing to Osmosis or Noble.

To me it seems like the timeout height is behind the current block height of the destination chain such that you get a timeout instantly.
