Using docroot path as an alternative to drop.yml

Most `drop` commands only need to know where the `docroot` is.

So, maybe, in case of the absence of a drop.yml file we can check that argument for a directory and take it as a docroot.

In this case, we can do the following:
```
$ drop ./docroot/ fix-missing-modules
```
