Various candidate selection tweaks

• apply scroll offset so that when selected they don't move?
• don't change the hash for candidate selection so the location bar doesn't appear on mobile? (note: deep linking here isn't useful because we don't scroll to the candidate)
• fix hanging rank number on names that flow to 3 lines (visible on mobile)
