Mixup of file reference URL and path-based URL (?) prevents rule application #6
Description
file://localhost/Users/username/x.txt (from FSEvents)
file:///Users/username/x.txt (from NSOpenPanel)
triggers out of scope error and does not apply rule
Seems to happen since 10.9
