Budget overview (spent vs budget this month)

• Server function aggregates EXPENSE by category for current month.
• Card UI shows each budget with “spent / limit” and percentage bar; over-budget highlighted.

Tasks

• Add query in lib/db/budgets.ts (groupBy + join with Budget).
• Add card component components/budgets/Overview.tsx.
