MCP tools should be definable with YAML

Description

Expanding on top of the tool plugins architecture we can allow YAML configurations for tools.

Acceptance criteria

• MCP tools are expandable with YAML
• Review expanding and allowing additional MCP SDK schema values like title, outputSchema, annotations.
• We should consider allowing prompts through this work
• We should consider allowing resources through this work. This may be an iteration
