Voice Broadcast Mode Doesn't Stick

Describe the bug

When prompted with the configuration window, setting the voice broadcasting mode doesn't stick.

To Reproduce

Steps to reproduce the behavior:

1. Log into World with forced prompt.
2. Change voice broadcast mode from "push to talk" to "always enabled" or vice versa.
3. Open A/V settings.
4. See initial state still remaining

This also happens when using the settings configuration after the forced prompt.

Expected behavior

I expect the setting to stick.
