User unable to set Camera/Mic toggles when prompted by browser for permissions

Describe the bug

When a user connects with a browser that asks for camera and microphone permission, the module shows that they are being prompted for permissions. It then forces the user to say ok, which connects them to the session with an enabled camera and mic, without allowing them to change their settings.

To Reproduce

Steps to reproduce the behavior:

1. GM user must set Open Settings to Every Startup (Forced).
2. Open incognito window.
3. Accept browser permission requests

Expected behavior

Once browser requests are accepted, user can complete setup through A/V QoL.
