css_addadmin doesn't work

Although database is created and database connection is OK , using css_addadmin command in console , doesn't do anything . The command has no output to confirm or deny anything .

I used both types of steam ids :

css_addadmin "Mr. Reese" "7656119889XXXXXX" 100 "abcdefghz" 0
css_addadmin "Mr. Reese" "STEAM_0:1:4663XXXX" 100 "abcdefghz" 0

I can confirm the plugin is loaded and installed correctly .

I think problem is solved . admin is only added to database after he joins the server
