[Feature] Quotes Domain Enhancements

The Quotes domain would typically be engaged when implementing a pre-booking system. In the current version of APDS, it is however a bit lightweight. Certain, not so unusual use cases cannot be represented. An example is the definition of a quote for a reservation. Current online reservation systems don’t just specify the reservation
start and end, but also additional items like e.g. earliest arrival time (before the start),
latest arrival time (before turning into a no-show), latest exit time (exit grace time).

This shall be analysed, and a draft change shall be specified.

The initial modelling work is currently done outside the APDS CCG, by the EAVP technical working group who will take it to the CCG once their work is done. Hence, for now putting "on hold" in here.
