Missing step attributes

I wanted to discuss a potential modification to the behavior of the GitHub Action when the step span has some missing attributes, such as conclusions, please check here. To address this issue, we could introduce additional environment variables that would allow us to skip these errors. This approach would enable us to proceed with the subsequent spans without blocking the sending of traces.
