Charset to RSS from DefensaCentral #1
Description
The RSS of DefensaCentral has not charset value in the XML (but they use ISO-8859-1), so the Feedparser library format the News in UTF-8, by default, if the XML not indicate any charset. What can we do? (It's a mistake from DefensaCentral).
And, for the future? (if there are more RSS that not have a charset value in the XML).
