Resolve does not remove dot segment in the base IRI path

If the base IRI path contains dot segments they are not normalized, opposite to what RFC 3986 specifies. For example, resolving s against http://example.com/fo/./bar/baz gives http://example.com/fo/./bar/s and not http://example.com/fo/bar/s
