MUX: Allow editing of playback ID information like changing playback policy

Currently unable to add or remove Playback Options from the Payload dashboard for videos.

If I add a new Playback ID it is not reflected in the dashboard, which makes sense as there is no webhook for it.

But this means there is no way for me to change a video playback policy from "signed" to "public" and vice versa.

That's actually a pretty good point.

I'll see if I can implement functionality to sync playback ids from payload to mux, and vice versa.

Partly fixed this by implementing the updated webhook on version 1.2, so if the asset changes outside of the cms, it'll be updated in the cms.

Next, I'll be implementing some sort of functionality to allow adding playback ids from the panel.
