Autoconfig.php should be pushed only once at install

When installing nextcloud through autoconfig.php, as this module does
The file is removed once install process is done by nextcloud installer.
As managed by puppet, this file is pushed again at each run breaking idempotency.

Some solution can be to only create autoconfig.php file after nextcloud download or extract.
