blacklist semantics interfaces by interface

Hi,

Currently if an `interface` is in `blacklist`, the derived `semantic_interfaces` are not blackisted by default. Is this a feature?

If yes, then `rqt_capabilities` crashes if the interfaces is blacklisted and semantics interfaces aren't.
