Open Source Maintenance Fee v1.1 in WiX v7

The Open Source Maintenance Fee EULA was recently updated to expand the maintenance fee exemption to those who earn less than $10,000/yr. This change came from feedback from some of you here.

Given that this was a relaxation in the terms, I figured there would be no objection to adopting the new terms in the next major version of WiX: v7.

I just wanted to broadcast this change widely, as it's a subtle improvement that could be easily overlooked.
