Connect PHP OAuth 2 Client

PHP is still one of the most used languages on the network, and is often the first language most people learn on the network. I thought it could help the community to create a repository with a standard PHP OAuth 2 client for VATSIM Connect. It's a starting point for Connect for those who are new developers and those divisions/FIRs/ARTCCs who may not have a webmaster but are trying to step in and create their own website.
