Adding a label to a figure changes its <figcaption> output to a <p>. Is this a bug?

Description

When I start with the following simple document and preview it as HTML, the caption looks as expected:

As soon as I add a label for cross-referencing though, the caption changes style:

Looking at the HTML of the rendered cell, this is the first one (I took out the SVG content for brevity):

It seems the <figcaption> element isn't generated if the diagram has a label. Is this expected?

A figure is different from an image in Pandoc/Quarto parlance.
As Quarto and Pandoc have slightly different rules on this topics, especially regarding cross-reference, some conversion to figure might happens.

A caption means a figure for both Quarto and Pandoc.
A label fig- means a figure for Quarto.

So, it is expected to not get the same output.
What's not expected is that adding a label seems to confuse Quarto/Pandoc as it no longer treats the object as a figure.
