Adding a label to a figure changes its <figcaption> output to a <p>. Is this a bug? #13933

A figure is different from an image in Pandoc/Quarto parlance. A caption means a figure for both Quarto and Pandoc. So, it is expected to not get the same output. |

When I start with the following simple document and preview it as HTML, the caption looks as expected:
As soon as I add a label for cross-referencing though, the caption changes style:
Looking at the HTML of the rendered cell, this is the first one (I took out the SVG content for brevity):
And the one with the label:
It seems the
