New Commiter

@opendcs/opendcs-core-devs I would like to invite @oskarhurst as a committer on the project.

Oskar has done some fairly major work on the project to improve algorithm testing and has a lot of good ideas to bring the project forward.

While this does break my desire to include more committers from non-USACE before inviting more from USACE, we have not gotten any contributions to date and we need more people with the appropriate access to merge, manage, and approve things.

If no one objects I will send him the invite from github after next week.
