I am wondering if in this case we can use the provision table to amend this for Halton, it could also tie in to expectations |

We don't currently have a way of distinguishing between lack of data because it hasn't been provided and lack of data because it doesn't exist. An initial thought is whether we ought to have coverage layers, either for each consideration or a unified layer which gets added to with every consideration. This doesn't necessarily help the Provide service though, but it would be a useful addition to the platform itself |

It was raised in yesterday’s data drop-in session that Halton Borough Council does not have any Article 4 Directions in place.
Currently, our platform presents this as if the dataset is missing, which could cause confusion. We need to update both the platform and the Provide service to clearly show that this is a confirmed absence of data, not a case of missing or data not provided
