[AIP-9] Adding Foundry to the existing hardhat project

I wanted to discuss the idea of integrating Foundry into our current Hardhat contracts repository. Foundry is a powerful testing framework specifically designed for Solidity smart contracts, and I believe it could greatly enhance our testing capabilities while leaving Hardhat to focus on contract compilation, deployment, and integration testing.

Here are some goals and motivations behind this proposal:

Goals:

• Enhance Testing Capabilities: Leverage Foundry's advanced testing features to thoroughly test our contracts and uncover potential vulnerabilities, bugs, or edge cases.
• Increase Test Coverage: Utilize Foundry's testing capabilities to achieve higher test coverage, including functional tests, edge case tests, and scenario-based tests.
• Improve Efficiency and Productivity: Streamline the testing process by consolidating our testing efforts within Foundry, saving time and effort.
• Optimize Gas Usage: Utilize Foundry's gas profiling capabilities to analyze and optimize our contracts for gas efficiency.
• Integrate with Existing CI/CD Pipeline: Seamlessly integrate Foundry tests into our CI/CD workflow to ensure thorough testing before deployment.
• Benefit from Community Support: Tap into the active community of developers contributing to Foundry and stay updated with the latest features, bug fixes, and improvements.

Rationale:

• Complementary Tooling: Foundry complements Hardhat by focusing specifically on contract testing, allowing us to leverage the strengths of both tools.
• Increased Test Confidence: Thorough testing with Foundry helps identify potential issues early on and ensures that our contracts behave as intended in different scenarios.
• Gas Optimization: Foundry's gas profiling capabilities enable us to optimize our contracts for gas efficiency, reducing transaction costs.
• Community Support and Updates: Integrating Foundry grants us access to an active community of developers and regular updates from the development team, keeping our testing practices up-to-date.
