Implement heaters in the CSM

I noticed the IMU heater is not yet implemented in the CSM and is currently fixed at 130°F.
A survey should be conducted to determine the heaters that still need to be implemented. This is a blocking issue for NASSP 8 release.

LM heaters are already accounted for. #233 I have not looked into CSM heaters yet as the ECS/EPS is currently not designed to take them into account.
