PCM not hooked to bus

In examining the PCM code I noticed the PCM never checked for proper power conditions.
I tested this by removing all power from the spacecraft and still noticed the PCM was spewing out data on the telemetry port.
It should be hooked to it's proper breakers.

Look through the system handbook and trace out what breaker this system is connected to on the diagrams.

To do this properly the telemetry system needs to be rewritten. I've got plans to do this in the future. This stops it from being a "good first issue".
