Add a welcome tile/popup with description about each tab when opened

## Goal ##
To add a description about each section of the data wallet and a welcome page/popup when the website is visited for the first time.

## Description ##
Add a little content on the opening of each tab i.e. private, public and upload tab. A caption on hovering over tabs can also work
