Replace powershell provisioners with Packer, chef and the chef tools

Use packer, chef and the chef tools to replace most (if not all) of the powershell scripts that are currently used to create a new VM. That way we can use the provisioners in Packer and chef so that we don't have to deal with creating our own provisioners for every system.
