Weather GRIB files sometimes corrupted #80

Sometimes and especially with CFSR, the grib files are acquired correctly, and ungrib is able to decompress them. But, when running metgrid, they fail because of the number of vertical levels (only 2 for some cases).
A possible solution would be to check the number of vertical levels before running ungrib and avoid including the grib files before running ungrib. This will make ungrib interpolate those times from previous and subsequent grib files. The edge case of having those corrupted files at the start and end of the simulation would need to be resolved by modifying the start and/or end time of the simulation.
To simplify, ungrib and metgrid could always operate in hourly intervals to make start and end time of simulation easier to accomplish.
