New FMDA based on HRRR

Create a new Fuel Moisture Data Assimilation (FMDA) system based on HRRR data. The code will try to use as many components as possible from the current RTMA-based FMDA system. The only expected modifications will be:

• Ingestion and processing of the HRRR data.
• Modification of the covariates.
• Post-processing pipeline and location.
• Maybe adding simple assimilation to other fuel classes from NFMDB data (1h, 100h, and 1000h fuel moisture).
