Add diagnostics to finding region indices in rtma_cycler

rtma_cycler.py/find_region_indices crashes hard on index out of bounds possibly when the bounding box does not fit in the grib.

1. add diagnostics instead of cryptic crash
2. review the algorithm and fix/replace if needed
