Add dUSD stablecoin income from Bloque to Kusama balance sheet #1617
Description
The Bloque team made their first payment back to the kusama treasury in decent/dUSD.
This is based on Kusama receiving 0.2% of transaction fee income on the card issuance programme as outlined in a Bloque's phase 2 proposal (ref#568)
The payments will be made daily.
