Create new Kusama treasury ‘advance’ account #1610
Description
Develop the Kusama treasury balance sheet UI to include treasury “advances” as network ‘assets’ and a way to show the status of repayment from proposing team as ‘liabilities’.
Advances are slightly different to loans and are generally seen as more short term and repaid against future revenue - in the following case against dUSD income from yield and/or transaction fees. This could be a small explainer / pop up.
Use the KSM deployed as part of the dUSD/KSM liquidity pool as the first loan and this transaction as a record of the funds moving.

Note: There will be a WFC that explains the situation and why the funds were repurposed, and offers the Kusama community the chance to choose repayment in KSM, dUSD or KAB stake (at $0.1 per KAB). We expect that the community will choose dUSD repayment over KSM as this would mean repayment was just $56,081 at today’s prices ($6.87 KSM).
