Support watching the htpasswd file for changes

In a scenario where that file is mounted via an OpenShift secret, it is updated whenever the user updates the secret, however the oauth code is not watching it for changes, so the pod needs to be restarted in order to read the updated file.

This would allow, in addition, for an application to manage its own basic auth users when the file is shared if needed.

The needed changes were implemented in #275 (comment) but rejected as this project is "in maintenance mode only"? 0o
