[Bug] Race condition causing SSH key injection failure when stopping server immediately after deployment #919
Description
Summary
This is a race condition issue that may not be reproducible in manual steps. When you create a server and immediately stop it right after it becomes ACTIVE, the server might end up without proper hostname changes or SSH key injection.
The issue might be caused by:
- Punch operations
- Cloud-init processes
- Other unknown timing-related factors
