[Enhancement] Network Interface Creation Active/Inactive Case

Summary

When a guest is active and a user performs the following sequence:

1. Guest is active
2. User adds a network interface inactively → punches network.doscript to VM reader
3. User adds a network interface actively → punches network.doscript to VM reader + calls zvmguestconfigure.service

Both network.doscript files will take effect. The first network.doscript will restart the entire network. This causes all network services (such as SSH) to be stopped. Creates potential service disruption and connectivity loss.

Proposed Solution:

The use-case is valid, chane zvmguestconfigure.service to deal with such case.

What do "actively" and "inactively" mean in network interface creation context?

In simple terms:

• Active add = “plug the cable in now” - the new network card is connected instantly and the guest re-reads its network settings on the spot.

• Inactive add = “put the cable on the table for later” - the card is defined but left unplugged, nothing changes until someone couples it later.
