[feature request] enable rolling update of sandboxset

What would you like to be added:
Enable rolling update of sandboxset in the sandboxset controller, and support common updateStrategy including:

1. partition
2. maxUnavailable
3. maxSurge

In addition, since sandbox can be claimed during reconcile, the controller must filter the claimed sandbox.

Why is this needed:
To enable template change of the warm pool

I am writing to express my strong interest in this project for the LFX Mentorship Term 1 2026.
Having recently merged two PRs in this repository , I am already familiar with the sandbox-manager and controllerlogic. I understand the core objective is to bring SandboxSet to parity with standard workloads (partition, maxSurge) while ensuring claimed sandboxes are filtered during the update process.

This project aligns perfectly with my experience in the codebase so far, and I would value the opportunity to collaborate with you to see this feature through to completion.
