[TASK] Update "core" files for FuseSoC

Task Description

As discussed in #297, CVE2 relies on lowRISC's FuseSoC fork (branch ot) to work. However, it should now be able to work with the upstream version of FuseSoC (See lowRISC's OpenTitan issue lowRISC/opentitan#20379)

Description of Done

Update core files and related scripts, eventually updating or removing lowRISC's OpenTitan external dependencies if needed, to support upstream FuseSoC 2.4.4 or better.

@MikeOpenHWGroup , I just would like to request an update to the Task Description:

The problem is not really that the .core files only work with a very old version of FuseSoC, but rather that it needs to use lowRISC/OpenTitan's fork (branch ot) of FuseSoC. As indicated on the python-requirements.txt file [1][2] inherited from the Ibex core project.

Updates on this FuseSoC version issue on lowRISC's OpenTitan issue #20379 and PR #23555 seem to indicate that OpenTitan should work with upstream FuseSoC, but it has not been the case for us so far.

In my opinion, the text could be updated to:
